This study aims to critically approach to public opinion formation processes in urban regeneration by analyzing the “Rehabilitation of Mapo Oil Depot” project. Many urban regeneration projects in Korea have paid attention to the importance and necessity of community participation which has been realized by public opinion formation process with a bottom-up democratic nature. Thus, a public opinion formation is considered as a key process that may be critical of the sustainable urban regeneration projects. However, there has been significantly little attention on the concepts, factors, and conditions of public opinion formation as one of the democratic urban regeneration processes. The literature does not pay attention to them, either. This study, first, explores the relationship between urban regeneration and democracy. This paper theoretically investigates public opinion formation by looking at Habermas and Mouffe’s concepts on public sphere. This paper, then, considers public opinion formation to be a way of active participation which involves both discussion and contestation among participators. This paper finds that the “Rehabilitation of Mapo Oil Depot” project approached the public opinion formation as the passive processes just by collecting private opinions without active participations such as discussion and contestation. The project also did not provide the opportunity for local community to express their opinions. This paper suggests that urban regeneration projects need to make efforts to more active public opinion formation with discussion and contestation between local community.
