In our contemporary urban planning, the future of the city actively takes into account the dimensions of interests and effects derived from urban sustainability. In this respect, the purpose of driving the smart city is to achieve order and control of the city through the allocation and circulation of resources according to the algorithm of the code. At this time, if it is the request of the Urban sustainability 1.0 to take environmental and economic objectives, the fairness of society should be newly added to the age of 2.0. However, as cities have different cultures and history, citizens' ability to participate in smart city demand, use, and operation also varies from city to city. The need to create/create a city will be decisively relied upon by citizens who are aware of the implications of the benefits and risks it implies and who have the practical ability to minimize the latter. Therefore, this study understands the mutual relationship between human and non human objects in the living conditions by intervening with humanities and social issues in the discourse of smart city, which seems to be the aggregate of science and technology. And furthermore, it can be called ‘Digital Civility'. I would like to argue for the need to strengthen civil capacity in Smart city.
