This study aims to explore the urban regeneration safety plan system in Japan which is known as one of the successful urban regeneration cases through public-private cooperation. This study utilizes the CAUSE model, which is one of the systematic methods of the consensus formation process. We found that 1) public-private cooperation does not have much difficulty in applying disaster prevention urban regeneration through the urban regeneration project carried out in Japan in the credibility process. 2) In the awareness and understanding process, the Urban Regeneration Emergency Management Council proposed disaster risks according to regional characteristics as well as reviewed, evaluated, and shared local issues. 3) Local public organizations have established local networks by inviting the heads of corporate and regional disaster prevention councils to cooperatively implement the Urban Rehabilitation Safety Planning Program. 4) The solution and enactment process show that Local public organizations have established local networks by inviting the heads of corporate and regional disaster prevention councils to cooperatively implement the Urban Rehabilitation Safety Planning Program, Also, the Urban Regeneration Emergency Management Council effectively operates the Urban Rehabilitation Safety Planning System by designating the subjects who are not legally recognized in the plan as observers.
