The purpose of this study is to analyze the public diplomacy dimensions of South Korea’s New Southern Policy. Unlike traditional diplomacy, public diplomacy is aimed beyond state-to-state relations toward the broader publics of other countries and has characteristics that enable multilayer communication. In addition, public diplomacy, unlike hard power of a country, has an important function to enhance the nation’s image as a major component of soft power. The New Southern Policy is a strategy of foreign policy that applies to countries in Southeast Asia and India, a key strategy to strengthen diplomatic relations between South Korea and those countries. However, consideration should also be given to how the New Southern Policy is actually applied toward specific cooperation between countries. This study explores the possibility of a complementary relationship between public diplomacy and the New Southern Policy, within a broader analysis of the main characteristics of public diplomacy. Here, a cooperative model of the development aid field is used to explore the possibilities for cooperation between South Korea and ASEAN member states in the field of Official Development Assistance (ODA) under the rubric of the New Southern Policy. As a result, public diplomacy strategies should be established to reflect national characteristics. This is a necessary condition for the New Southern Policy to succeed. To this end, the selection of ODA sector that meet the development needs of the country should be a priority. In particular, since various development cooperation models, (e.g. South-South Cooperation, Triangular Cooperation) can be applied according to the degree of development of the country, a flexible policy rather than a single policy can bring effective results.
