In Japan today, a system called the textbook authorization system is used, which means textbooks are created and published by private publishers. However, it is always not the case that these textbooks are edited arbitrarily. Right after Japan lost the war, the Ministry of Education faithfully carried out the instructions of the occupying armies. As they obeyed the army occupations, they also progressed for reformation in order to survive. One of the instructions they received from these armies was the democratization of textbooks. Moreover, they were also enforced to renounce their compilation rights (the rights to edit the textbook of the Ministry of Education). However, the Ministry of Education used various methods to delay the enforcement. Even after the transition of the new test system completed, the Ministry tried many things to avoid these influences. Therefore, this paper will focus on the creation of textbooks after Japan’s defeat in the war. It will try to examine what roles the government and the Ministry of Education have played in the creation of textbooks from the inception period of the post‐war times to around 1960s.
