This article analyzes the urbanization of the border city of Chiang Rai as facilitated by development aid from transnational institutions, the ASEAN Economic Community, and investment from foreign countries. This analysis of the urbanization of Chiang Rai is one of a number of studies describing the relationships between places and the interactions of people, technology, and policies constructing a certain type of city. The border city is a space where urbanization is spurred by these networks of interaction, the border being both a medium and a product of these connections. Because the border city is a relational urban space, it is necessary to clarify what connections and relationships bring about border city development and what characteristics of urbanization appear as a result. This study focuses on how mobility and daily practice define urban space. It observes the process of establishing connections between places and distributing their functions by examining development planning, everyday mobility, and trade solidarity. Regarding development planning, the urbanization of the Chiang Rai border region has been considered in relation to three nodal points of border trade, Chiang Saen, Chiang Khong, and Mae Sai. These places have multitudinous connections created by merchants’ trade activities and the trajectories of their movements between cities, markets, and borders. Moreover, the emerging importance of the border in the local market creates the possibility that the border area, Chiang Rai, will be spatially and economically connected to the nearby city of Chiang Mai. These processes reveal the relational characteristics, the ambiguous coexistence between the periphery and the center, and the multi-centered urbanization of the border city.

본 논문은 초국가적 원조 기구, 아세안 역내 국가와의 협력, 중국을 비롯한 아시아 국가의 개발 투자 등으로 인해 나타나는 변방의 작은 교역 도시 치앙라이의 도시화를 분석한다. 치 앙라이 도시화에 대한 분석은 장소들 간의 관계와 사람, 기술, 정책 등의 개입으로 특정한 국면에서 특정한 양태의 도시가 관계적으로 구성된다고 설명하는 연구들의 연속선상에 있 다. 국경도시는 연결의 매개이자 산물인 국경에 의해 구성되기에 더더욱 네트워크에 의한 도시화 과정이 두드러지는 공간이다. 국경은 사회적, 정치적, 경제적 관계들이 공간을 가로 질러 확장되고 상호 연결되는 것을 보여주고, 국경도시가 경제, 사회 영역의 미시적 네트워 크를 통해 국경 인근의 도시들을 물리적으로 연결하는 데에 영향을 미친다. 국경도시가 관 계적 도시 공간이라면, 국경도시가 어떤 연결과 관계를 중심으로 발전하며 그로 인해 나타 나는 도시화의 특징은 무엇인지 밝혀야 한다. 본 연구는 이동성과 일상의 실천이 도시 공간 을 어떻게 구성하는지에 주목하며, 치앙라이 국경 도시화 과정을 개발 계획, 일상적 이동성, 비즈니스 연대라는 세 축에서 나타나는 연결과 분산의 과정을 살핀다. 태국 북부 치앙라이 국경지역은 므앙 치앙라이, 치앙샌, 치앙콩, 매사이와 같이 국경교역에서 중요한 역할을 하 는 접경지역과 시장의 개발, 그리고 그 연결을 통해 도시화되고 있다. 상인들의 교역활동은 시간에 따른 이동의 궤적을 남기며 도시, 시장, 국경의 연결을 공간에 기입한다. 나아가 지역 시장에서 부각되는 국경의 중요성은 접경지역인 치앙라이가 인근의 대도시 치앙마이와 공 간적, 경제적으로 연결될 수 있는 가능성을 만들어 낸다. 이러한 과정들은 주변부와 중심의 모호한 공존이라는 국경도시의 관계적 특성을 드러내며 국경도시의 다중심적인 도시화의 과정을 보여준다. 국경도시의 다중심성은 주변부 도시가 초국적인 경제, 정치적 연결망 속 에 개입할 수 있는 여지를 남기며, 불평등한 공간 위계에 균열을 내는 기획과 실천으로 연결 되고 있음을 밝히고자 한다.
