The modern pacific thought of Catholic Church and ‘the right to peace’ movement in the international society emphasize a peace regime based on the universal human rights. The background that the catholic pacific thought and an international peace movement have the transition on the same route was the social change Post-War. The problems such as the horrors of war, suffering of poverty, and structural violence bringing about conflicts between nations make you to look the matter of human rights in the face. An idea about ‘the right to peace’ has reached over negative peace to positive peace which means the elimination of structural violence bringing about the economic, social, and cultural inequality. Suggestions for peacemaking have been conceptualized into ‘right to live in peace’ and ‘right to solidarity’ that embrace ‘right to reject war’, ‘right to democratic control the military-foreign-security policies’, and ‘right to development and to environment’. These confirm that ‘the right to peace’ is the individual and collective rights. The problem of an immigrant include refugee belongs to task of peace that should eliminate the inequalities between nations. The concept ‘right to peace’ has the common direction with catholic pacific thought, also it can be understood as peace movement required from below. In Korean society, ‘right to peace’ get a historic significance to take over the ‘peace movement on the street’ in 1919. A new peace principle based on ‘right to peace’ should be a way to develop the principle of democracy and to resolve the problem of the Korean Peninsula stably and persistingly. Additionally, it should be an energy to establish an ‘East Asian Peace Community.’
