This study is concerned with the methods for the preparation and operation of a biotope map by lower-level local governments in Gyeonggi-do. Currently, since the guidelines on the preparation of a biotope map drawn up by the Ministry of Environment do not consider the present conditions of Gyeonggi-do, this study was conducted for the preparation of the guidelines that reflect the characteristics of Gyeonggi-do.
This study drew out problems of the guidelines on the biotope map of the Ministry of Environment and the project for drawing up the map in progress in South Korea by gathering the opinions of the experts who have an experience of the research on the preparation of a biotope map.
The main problems drawn included: On-the-spot surveys focused on urbanized areas, the lack of on-the-spot surveys on natural areas, the excessive utilization of the existing materials, the regulation on the minimum area not fitting for Gyeonggi-do, the lack of professionals, the lack of the understanding of the persons in charge at the local government, and the lack of the system for verifying the fairness and accuracy of the process of preparation. Through the experts’ discussions, plans for improvements appropriate for Gyeonggi-do were established, and the guidelines for the preparation of the biotope map appropriate for Gyeonggi-do were drawn up based on this.
Operating plans were drawn to increase the utilization of the map after the preparation of the biotope map. The main results are as follows: The revision of metropolitan and lower-level local governments’ local laws and regulations so that they can be the grounds for the utilization of the map, the operation of the institutions that can supervise the fairness and accuracy of the map, the preparation of a metropolitan biotope map on the Gyeonggi-do level, the detailed regulations on the revision of the map, the participation of civil societies, and the establishment of ecological landscape planning.
