This study investigates the debate on the administration of Royal academic institutes in the period of Yeomal-Seoncho(麗末鮮初) for understanding the tendency to their development and meaning. Goryeo dynasty had ever administered Royal education system as a successor(crown prince)-oriented, however, Choseon dynasty shifted its importance to King-oriented. Nevertheless there is a debate on the adminstration of Royal education system because of King’s passive participation and retainer(士大夫)’s low centralization of business as a Royal instructor(經筵官). Therefore they proposed all day-preparatory way(종일교육) of Royal education and stand out the reconstruction of Royal literary arts institution so-called ‘Jip-hyeon-jeon(集賢殿)’. In the beginning, this debate focused the consolidation of Royal literary arts institutions(文翰機構). However it transfer the importance on the policy for the encouragement of learning for an intention of boosting of academic spirit(文風振作) and cultivating men of talent(人材養成). The prior effort on the reconstruction of Jip-hyeon-jeon and the development as Royal academic institution during the period of Yeomal-seoncho help them come true in this respect.
