This study examines who establishes cooperatives for what purpose and what business they are doing in the tourism and leisure service sectors. As a result of analyzing the data on the establishment status of cooperatives by the Korea Social Enterprise Promotion Agency, there are more than 500 general cooperatives at the end of 2019 in the tourism and leisure service sectors. Since there is a limit to understanding the characteristics of cooperatives only by analyzing the data on the establishment status of cooperatives, a survey was conducted. Results from the collected data of 60 copies show that general cooperatives in the tourism and leisure service sectors are established mainly by small merchants and freelance workers. The proportion of local cooperatives is much higher than that of all domestic cooperatives, and it is minimal in terms of the number of members and the size of investment. However, for the purpose of establishment, the social value of contributing to the local community is rather significant. On the other hand, cooperatives located in urban areas often run the travel business, and cooperatives located in rural areas run agritainment as main service. By further analyzing the difference between Tourism-dure cooperatives and non-Tourism-dure cooperatives, and the cooperative operation status surveyed in 2019 and this time, some policy implications and future research directions are discussed.
