From the “Outbreak” to the Refoundational Process. The New Stage of Chilean Society: This article examines what is called a critical juncture and a refoundational moment in the Chilean case characterized by the crisis of the socio-economic model and of the rupture of the relations between social actors and institutional politics. This crisis exploded with the so called 2019 social outbreak which led, as a solution, to a “constitutional moment” agreeed by the political actors and that started with a plebiscite and was followed by the Constitutional Convention elections. The main meaning of this constitutional moment is to put an end to the Constitution generated by the Pinochet military dictatorship that was only partially corrected by the democratic governements after the dictatorsihip. The article argues that this refoundational process responding to a social and polítical crisis is also interwinned with the changes of the era at world level, like the scientific technological recolution, the ecological crisis, the struggles against patriarcalism and for cultural diversity and the crisis of liberal democracy, and currently by the COVID 19 pandemia The conclusión is that even this type of crisis are developped all over the world, the particularity of the Chilean case is that offers perhaps an unique opportunity to overcome it solving historical problems through strong social mobilizations and new institutional frameworks.
