This study examined the structural relationship among local resident empowerment, perceptions of sustainability, support, and participation intention for urban tourism. A survey was conducted from December 29, 2019 to January 1, 2020 in Gyeongju, and a total of 228 valid questionnaires were analyzed. All hypotheses were tested by structural equation modeling to reveal the structural relationship among variables. The results show that social and psychological empowerment and political empowerment were identified as two factors of residents" empowerment. Social and psychological empowerment was found to positively affect perception of sustainability and support for urban tourism development, while political empowerment negatively influenced perception of sustainability. Political empowerment had a positive impact on participation intention for sustainable urban tourism development. The higher the perception of sustainability for urban tourism, the more positive support and participation intention for tourism development. As for the relationship between support and intention, the higher the support for urban tourism, the higher the intention to participate in urban tourism development. Finally, the findings show that residents’ social and psychological empowerment had an indirect impact on participation intention for tourism development through sustainability and support. The results imply that residents" empowerment in urban tourism and perception of sustainability are important for sustainable urban tourism development. The academic and practical implications for the tourism policy of local governments are discussed.
