This research addresses the policy on reunification with the origin family, one of the core issues within the Child Protection System. We first surveyed the information on families of origin at 34 child care facilities in Seoul and then interviewed children, parents, and civil servants. The composition of interviewees includes three civil servants from city borough, seven employees (three from care facilities, two from fostering service, two from group homes. Two workers from relocated facilities were interviewed in writing), nine children from care facilities, six former occupants, and five parents whose children are living in care facilities. For three civil servants, we weighted on boroughs with a high number of reunifications with the family of origin or related programs.
We stress the importance of strengthening preventive policies that reduce family separation as well as the support for the reunification with the family of origin. Policy on the reunification with the family of origin now needs to incorporate measures to improve the degree to which participants can support themselves independently. Independence, in this regard, applies to both children and parents. The reunification with the family of origin needs not to be limited to a policy that adheres to only the material aspect. Instead, as a policy, it should expand itself to a concept, or a safety net of a sort supporting the relationships of a given individual. The supportive policy on the reunification with the family of origin needs to expand the breadth of support. We argue the need for support on space and workforce for this policy to move toward a more integrative one. Boroughs should actively engage in the restoration of the relationship with the family of origin that continues after a child leaves the facility. We propose the phased intervention on the processes relating to the reunification with the family of origin.
