The purpose of the study is to identify the past and current status of the single-room occupancy(SRO) in the United States and diagnose the issues and characteristics of its management and living environments. Based on the comprehensive review of literature and past and current cases, we concluded the paper with potential issues and problems we need to solve for future to provide better residential environments for very low-income residents’ in urban areas. This study analyzed the contents from relevant literature, Internet sources, and HUD’s policies for SRO. Traditionally, SRO was provided for very low-income people in urban areas. The quality of their living environment was very low, however. The first official action to offer better quality of living environments in SRO was Mackinney-Vento Homeless Assistance Act in 1987. Since then, SRO has been offered as one of the housing options for the homeless, veterans, or low-income people. Although their residential environmental quality was low at the beginning, current efforts for improving the quality have been notable. However, the future direction of the SRO to accommodate various housing needs from the urban low-income should still be discussed.
