This study presents policy implications by comparing and analyzing, which is based on the development stages of community development projects and ICA(Institutional Collective Action) framework, the influential factors influencing the performance of community development projects. Previous study simply presented the influence factors without distinction between three stages of growth such as formation, development, settlement. From this limitation, This study has critical significance in that it analyzed the important factors through empirical research in terms of the stage of growth of community development projects and its distinctive characteristics. For the social performance model, Analysis results show that participation and support of residents has a great impact on social community performance in all stages of growth of community development projects, and utilization of local resources also has a significant impact on social community performance in development and settlement stages. Moreover, leadership of community representative and network effectiveness with community residents have a critical impact on social community performance in the development stage, and network effectiveness with external supporter has a significant influence on social community performance in the formation stage. For the economic model, analysis results show that fiscal independence, participation and support of residents, simplification of administrative procedures, network effectiveness with governments, and network effectiveness with external supporters have a significant impact on economical community performance in general. From these results, the authors identified that the participation and support of residents are essential requirements for performances regardless of the stage of growth of community development projects. In addition, in order to promote economical development of communities, it is necessary to simplify administrative procedures and establish active networking with governments effectively. Also, in order to enhance social development of communities, it is required to establish solidarity and identity among residents through utilizing local useful resources.
