Purpose: The purpose of this study is to analyze various challenges the public sports clubs have in their operational process by adopting organizational capacity perspectives.
Method: The author collected data by using the in-depth interviews whit sport club managers and regional sport committee during 2017 and 2018 years. Data were analyzed by the inductive categories analysis method.
Results: First, the problem at the human resource level was that the pool has not been formed to secure the capacity of the club manager, the political influence was rampant in the composition of the board of directors, and the establishment of a pool was not achieved to secure volunteers. Second, the problem with facility resources was that sharing of related facilities was difficult due to ‘distrust’ that local governments or local sports associations had about public sport clubs. Third, the problem in terms of financial security was that it was difficult to secure a route for securing regional finance because sports clubs have yet to achieve ‘scale economies’ and, moreover, they had to rely on financial support from local governments because of the ‘publicity.’ Finally, the problem with cooperative relations with external related agencies was that existing institutions and organizations have a “hostile” relationship with the public sport club, rather than a “solidarity”, due to the interest conflicts around sport facilities and related activities.
Conclusion: In conclusion, behind many of the challenges revealed in this study lies the inherent problem of the public sports club project relying too much on the ability of an individual club manager, not an institution.
