The welfare policy, one of the strongest props for the Soviet socialistic system, was regarded to be inefficient and non-market during the post-Soviet process. The Russian government restructured the welfare policy based on the welfare system, which fit the trend of the time and emphasized this change was unavoidable. If during the post-Soviet process the Russian government had wanted to claim their welfare policy was proper, its welfare policy should have put top priority on social integration rather than economic efficiency. This study starts with this question. For this study, the Russian welfare policy was analyzed using Titmuss’ Social Welfare Model Theory.
On the surface, the welfare policy during the post-Soviet process contained a lot of characteristics, which might be considered as an institutional model. However, a close investigation of its execution reveals that the welfare policy was founded on a strong residual model. This finding demonstrates the welfare policy of those days was the model with considerable differences between visible aspects and invisible aspects. The important thing is the visible aspects. The strong residual model-based policy welfare displays that the Russian government’s attitude towards national welfare at that time came from economic efficiency rather than social integration. This seems to be distant from the concept of the conventional welfare policy that is based on a minimum respect for human beings.
Currently, the Russian government is aiming to be the global center. In the welfare policy area, the future orientation of the Russian government must be the same as welfare states’. In terms of the welfare policy, welfare states are being oriented towards an institutional model-based achievement model. In addition, assistance should be provided to establish proper relations between the weak and the strong, between the non-mainstream and the mainstream and between the disabled and the non-disabled, perceived by the people. The government’ role is big in this domain as well.
