The function of public release of information is critical to the environmental administration and the development administration field. Public release of information could bring appropriate procedure such as lay people's participation, and further function as restriction on administration through clarity in the administration process by releasing information that the administration agency possess during the administrative decision making process. This is especially more meaningful in the environmental administration field as technological and scientifical discretion is widely accepted. People's interest in public release of information has been growing since the Korean Freedom of Information Act was enacted and together, improvements dealing with public release of information are actively dealt within the environmental laws. Thus this article will analyze people's need for information release and evaluate the Justice Department's decision by examining the essential contents and cases of the environmental administration and related Administrative Information Release Act.
