In recent years, interest in getting people to cooperate in solving the many problems that Japan is facing, such as welfare and environmental issues, is increasing. One organization that is involved in this is the Fukushi Club Co-op.The Fukushi Club Co-op was established in Japan in 1989 as a cooperative society specializing in welfare as the country moved towards the 21st century with one in four of the population being past retirement. As of 2007, the organization consisted of fifteen thousand members spread throughout twenty-three local authority regions, and the Workers Collective consisted of two-thousand six-hundred people active in seventy-six organizations involved in sixteen different fields. The members of the cooperative are also active in integrating and combining various services in areas in which they live and are familiar with order to establish a residential welfare system that encourages people to help each other in times of need, which is the epitome of creating a participatory welfare-oriented society.This report concentrates on developments in the welfare activities of the Workers Collective as a part of the progress being made by the Fukushi Club Co-op in order to provide indications of what the South Korean Co-op should be aiming for.
