This study analyzes the performance of housing cooperatives in relation to its housing supply achievements after the implementation of Framework Act on Cooperatives. The result of the analysis shows that housing cooperatives quantitative performance with regard to housing supply is unsatisfactory. However, those have made some small economic and social achievements. Housing cooperatives supply housing at affordable prices—these are at less than market prices—and build a community through a variety of training schemes and activities. In addition, the housing cooperative’s performance is closely related to both private and public in the community. Social capital could be developed and utilized positively through a community network.
Therefore, housing cooperatives have unique characteristics because it pursues economic and social objectives at the same time. However, there are still many difficulties in fund raising for housing supply. In order to motivate and activate housing cooperatives, firstly land and construction cost need to be secured.
