In Korea, the law governing enterprises with social objectives (Social Enterprise: SE) exists already since 2007. Yet, the notion ‘SE’ is uncommon and little known. Up until now, activities of SE are generally seen as marginal, especially because the activities of co-operatives, mutuals and associations are not perceived as activities of a particular sector of the economy. However, It can be stated that all components of SE exist in Korea as well as the problems of unemployment, exclusion, an ageing population and exploding costs of health care and social welfare. If SEs want to play an important role in solving this problems, their legal pattern has to be designed for achieving their specific goals. From this point of view, Multi-stakeholder Co-operatives (MSC) will be presented as a form of organization and as a legal pattern for SE development.
