The purpose of this study is to provide basic information for policy makers to support provincial hospital by research and analysis on the actual status, trends of the health care industry, and the supporting systems. This study assess and analyze environments towards provincial hospitals including a general perspective, current status, trends, facing problems, and supporting systems to improve government policy for provincial hospitals. Based on the financial analysis for past five years, interview, field research and survey results about the form of management, the human resources issues, financial status, financing ability, and government policy, major problems provincial hospitals are facing and key success factors have been finalized from each fields of provincial hospitals. Knowing general and management conditions of provincial hospitals, the results of this study can contribute to make government policy to support provincial hospitals growing and raising its ability to survive and competitiveness. As a result of this study, recommendations for the fundamental direction and strategy to raise competitive ability have been made through environmental, managerial, and financial analysis. Based on facts derived from actual status of provincial hospitals, master plans promoting for provincial hospitals to be a market leader, strengthen its core competence and public function were proposed through reviews and discussions of expert group in this study.
