Endangered languages provide a rich source of material for linguistic research. Recent work on the North Western dialect of Karaim has inspired phonologists to debate anew the nature of its harmonic processes, specifically whether it is the consonants or the vowels which drive harmony. Government phonology is an abstract theoretical framework. In this paper harmony is analysed as the manifestation of a series of relationships between all the members of the structural hierarchy within a word. Starting at the top, the effect of a relationship between the nuclei of a word continues downwards through the hierarchy to all structural positions, and thereafter to the component parts of each segment occupying these positions. This series of dependency relationships explains the nature and distribution of vowels in front-harmonic words, as well as the occurrence of palatalised consonants. In the light of such relationships, it is impossible to separate the quality of consonants from the properties of vowels, or vice versa.
