This study seeks to make suggests regarding a CEPA(Comprehensive Economic Partnership Agreement) between North and South Korea. A CEPA was first signed between China and Hong Kong in 2003. CEPA stands either for Comprehensive Economic Partnership Agreement or Closer Economic Partnership Arrangement. The features of a CEPA are almost identical to that of an FTA(Free Trade Agreement). However, the CEPA aims at cooperation rather then competition in commerce, so they are slightly different to FTA. South Korea has prior experience with CEPAs, signing one with India back in 2009. Since 1948, South and North Korea have been divided because of different systems and ideologies. North and South Korea have been traded under name of intra-Korea trade, but such trade has contributed little because it has been relatively small in scale and subject to frequent disruptions. By contrast, East and West Germany achieved unification and integration through Intra- Germany Trade. In the same way, China and Taipei were successfully agreed an ECFA under WTO rules in 2010. So China and Taipei could gain strengthen ties politically and economically through ECFA. However, intra-Korea trade between South and North Korea is highly problematic for a number of reasons: First, North and South Korea duty-free arrangements. Second, the two states do not recognize one another, yet they are both UN members. Third, in commerce, intra-Korea trade is conflict with members of WTO because intra-Korea trade is not recognized by the international community. So this study advocates for a CEPA between North and South Korea. The reasons are as follows: First, North and South Korea CEPA could overcome current problems between both Koreas. Second, CEPA may help the process of integration and unification of the two Koreas.
