A study on the environmental policy value is at its early stage, and previous studies are lacking. This article attempts to sketch out the environmental policy value. Value is defined criteria with the nature of value and covers standards, principles, ethics in previous studies. Based on a hierarchy of value theory of previous researchers, it is classified into intrinsic value and procedural value.
This typology can be a catalyst of in-depth understanding on policy mechanisms and choice of the preferred policy goals and policy means.
Intrinsic value is strongly related to policy ideology, and it structures a policy goal setting. Procedural value is used in the selection and evaluation of policy instruments. The intrinsic value of environmental policy is composed of sustainable development, technocentrism and ecocentrism. Procedural value is composed of postmanagement and precaution, individualism and integration, efficiency and equity, shared responsibility and polluters liability. This paper contributed to present a bigger picture of the environmental policy value and paving the ground for a more refined theory.
