Culture has already become the most important part of a nation’s diplomacy in the 21st century. The majority of countries perceive the significance of cultural diplomacy and try to maximize the potentials of cultural diplomacy to maintain the interrelationship among countries. Since 1990, South Korea and the Russian Federation have continued the partnership on the basis of politically and economically mutual cooperation. However, Korea nation image in Russia still falls behind those of other countries, such as Japan and China. The Russian perception of Korea nation image remains under the influence or preference of Korean products of good quality by Samsung, Hyundai, and LG, etc. This study aims to examine the role of cultural diplomacy between South Korea and Russia based on the current situation and interrelationship between the two countries. As the result of the research, this study suggests the direction of cultural policy that the Korean government should perform in the future for the mutual relationship between South Korea and Russia. First of all, it is necessary to build a periodical dialogue channel between the summits of South Korea and Russia. Incessant cooperative relationship between the two countries makes the solid partnership and mutual benefits from cultural diplomacy. In the 21st century a nation image reflects its politics, economics, diplomacy, etc. The nation image is made up with many factors, but the most important factor is the culture which reflects and symbolizes the nation. The majority of countries keep advertising their countries and trying to have more influence through culture. To enhance the nation image of Korea in Russia, South Korea has to continue cultural promotions, culture education, cultural cooperation, etc. with the help of cultural diplomacy of the Korean government.
