The purpose of this paper is to investigate the relationship between the ‘Tian-Ming(天命)’ of 􋺷Shu-Jing(書經)􋺸 and the ‘Wu-Shi(務時)’ of 􋺷Guan-Zi(管子)􋺸 from the viewpoint of the concrete realization method of moral Tian-Ming. The time of the transitian from the Yin(殷) Dynasty to the Zhou(周) Dynasty is of great significance on the side where the viewpoint of the Tian-Ming changed morally. Tian-Ming is not only constant but also unbelievable, and the only precondition that can be granted is ‘the rule of virtue(德治).’ Guan-Zhong(管仲) thought the precondition of ‘Wu-Shi(務時)’ is the humanity and the humanity is realized througf the ‘Bu-Min(富民)’. In addition, ‘Bu-Min’ is in ideal state of rich in the country and rich in food and cloth for people and is realized through farming as the basic economic activity for people. Because farming is most influenced by the changes of four seasons a year. And it is the duty of ruler to adjust the changes of four seasons and to practice the good policies for people. ‘Tian-Ming’ is an interpretation of who granted the supreme power by the ‘Tian(天)’, and the only way to possess the supreme power is to realize ‘the rule of virtue’, and ‘the rule of virtue’ is accomplished by the complete compliance with four season’s change. Ruler tried his best lest that he should disturb the people’s economic activity such as farming. In conclusion, ‘Tian-Ming’ can be called ‘Shun-Shi(順時)’, especially concept of 􋺷Guan-Zi􋺸’s ‘Wu-Shi’ is a concrete realization method of moral Tian-Ming.
