Without transparency, China’s defense policy attracts global attention, even though China proclaims its peaceful development policy. China plays its dual strategy widely and successfully in a variety of fields. To precisely analyze China’s defense policy and military modernization it is necessary to look into its dual strategy, especially from the point of view of its strategic culture. China always adopts “revolution in military affairs with Chinese characteristics” as an excuse to deny the request of military transparency from international society, but China never explicitly interprets “revolution in military affairs with Chinese characteristics.” With an overview of the history of Chinese military development, “Communist Party controls” and “asymmetric development strategy” can be appraised as the two primary characteristics of the revolution in Chinese military affairs. These characteristics are the cornerstone of China’s defense policy. Under the guidance of China’s defense policy, the People’s of Republic of China (PRC) advocates utilizing a big portion of national resources to modernize the People’s Liberation Army (PLA). The PLA follows a three-step process to implement its asymmetric development strategy. The PRC adopts an asymmetric development strategy to implement PLA modernization on both strategic and operational levels. On the strategic level, building informationized armed forces and being capable of winning informationized wars are its strategic goals. On the operational level, adjusting strategy for each service and balancing development among each of the services are the important issues for PLA modernization. Although Chinese President Hu Jintao is working on PLA transparency, what he has done is not good enough to meet international norms, especially when China emerges as a regional military power in the Asia-Pacific. Asking PLA to be more transparent is an effective way to supervise PLA modernization internationally. These efforts could avoid escalating tension in the region through miscalculations or misunderstandings in neighboring nations.
