This study involved comparison analysis of an important international trade system that was introduced by the World Customs Organization (WCO) in 2005 known as the Authorized Economic Operator (AEO) system, in major Central and South American countries including Brazil, Argentina and Peru. It attempted to provide guidelines for facilitating the implementation of an AEO Mutual Recognition Arrangement (MRA) between Central and South American countries and Korea. The AEO system aims to resolve non-tariff barriers in global trade and ensure the safety and facilitation of international logistics. The subject countries of this study, which include Brazil, Argentina and Peru, where chosen by considering the introduction of the country’s current AEO system, each nation’s status in terms of regional economic cooperation, the openness of trade, and its exchange with Korea. This study presents several plans for facilitating AEO MRA. The derived facilitation plans were classified into those addressing the external environment and those addressing the internal environment. The external environment plans were developed based on the use of a geographic and international cooperative body and the promotion and export of clearance- related programs while the internal environment plans were developed by strengthening economic support and integrative operations.
