This study derived strategic plans to activate eco-tourism resources by understanding the value of tourism resources based on opinions of international ecologists and NGO activists who visited Sunchun Bay as well as its attractive points as an eco-tourism spot that general public prefers. To do so, this study conducted the surveys on ecologists and NGO activists who visited Sunchun Bay during the 10th Ramsar convention in 2008. The survey participants were from East Asian countries, English speaking countries, and Japanese speaking countries. The result of this study indicates that specialists from all three language groups gave positive evaluation on attractiveness as tourism resource, the core factor for Sunchun Bay to be competitive as an eco-tourism spot, as its natural environment and preservation condition is very good. To make Sunchun Bay as a sustainable eco-tourism spot and more competitive, it should be monitored continuously and develop a system to efficiently maintain and manage.
