In biology education for future citizen, we need an instruction model that can make our students have abilities of decision making and value judgement on bioethical issues with rapid advance of biotechnology. For this, new and alternative instructional model dealing with bioethical issues can overcome the limitations on time, space, number of students and collecting related materials in our classroom. In this study, we developed ‘web-based discussion model for value inquiry in biology education'. After examining selected bioethical phenomena, situations, accidents and concepts and also instructional methods presented in the “science” and “biology” textbooks from 7 to 12 grades in the 7th science curriculum, we developed the procedure and instructional method of the model. The procedure of the model was developed through examination of ‘value analysis models', ‘value conflict models' and ‘Integration models of psychological and logical approach' to deal with selected bioethical issues mostly included in the domain of social-moral value problem. The procedure of the model consists of 7 steps including ‘Identifying and clarifying value problem', ‘Collecting material related to conflict situation', ‘Clarifying and understanding value conflict', ‘Suggestion of alternatives', ‘Selecting alternative', ‘Evaluating alternative' and ‘Final value judgement and affirming it'. Instructional method of the model was developed through examination of various teaching and learning methods and applied web-based discussion using database for searching related material and including interactions through the web-boards and e-mail. After developing the procedure and instructional method of the model, we integrated them considering the structure of ‘web based discussion classroom' on server computer into ‘Web-based Discussion model'.
