The population of the current Muslim surpasses 1,600 million people and occupies a quarter of the population of the whole world, while the tourism industry is expanding in the presence of the Islamic world has been focusing attention on the untapped market of Islamic market. The Japanese government has consistently carried out tourism development policy for 10years over the period regardless of change of government, and derived a visit to Japan foreigner actively induce the activation of the Tourism Industry in Japan. The Japanese government, local governments and the company create an action plan for tourism entrance after starting to make an effort to environmental arrangement for accommodation since Muslim tourists are expected to increase further in the future and strives to attract tourists in Southeast Asia. This can be seen because it was recognized the need for a structure that does not depend too much on certain markets, such as China and Korea. The purpose of this study is Muslim inbound tourism market, particularly in order to determine the possibility of expanding into the Southeast Asian market, identify strategies to attract Muslim tourists into Japan's policy and corporate strategy and business progress. As a result, to explore tourism policy and development of necessary points for attraction of Southeast Muslim tourist.
