Japan is the only developed country that denies voting rights to resident aliens at the local elections. It even lags behind South Korea where foreigners were enfranchised in 2004 for certain local elections where they established their residency. It is likely that the Japanese living in Korea will be endowed with voting rights while second and third generation Koreans in Japan is denied the opportunities. Many Japanese associate immigrants' voting rights with naturalization process, demanding a certain proof of loyalty to the country as a whole. It is absurd, however, to think an immigrant would become more Japanese after going through the naturalization process. Further, legislative efforts at improving the situation are hamstrung by legal cliches and power politics. Given the low birth rates and aging popUlation, it is imperative for Japanese politicians to be more forthcoming in enfranchising the resident aliens at the local level.
