At present, the prostitution-related policies in Korea are on consistent Prohibitionism based on the basic laws such as the Act of Punishment for Prostitution and Act on the Protection of Youth from Sexual Exploitation. The policies still focus on punishment and prevention of prostitution by way of continuous revision. The purpose of this study is to find out the historical change process of prostitution-related policies in Korea till now. It is an accepted theory that prostitution had started together with the start of human history. There is a god symbolizing prostitution in Sumer Theology, which had been recorded in cuneiform characters around B.C. 3200. Code of Hammurabi, which is the oldest code available written in B.C. 1700, also has records regarding prostitutes. Like this, prostitution had been the object of criticism in the perspectives of social morality and personal ethics; however, prostitution still exists and it is even increasing. In order to find out the background of this, it would be significant to analyze the change process of prostitution-related policies in depth. Accordingly, this study divides the time frame from Go-Joseon Age till 2004, the enactment year for Act of Punishment for Prostitution, into five steps, review the prostitution-related policies in each step and explores the change process in depth.
