This article presents historical organs and evolution of U.S.-R.O.K. mutual defense treaty and U.S. nuclear umbrella policy for South Korea. U.S. nuclear umbrella policy for South Korea was actually emphasized on deterrence to curb North Korea’s invasion intention toward South Korea rather than real military use. But actual execution under certain specific condition is more important rather than declared commitment. U.S. nuclear umbrella power for South Korea seems to belong to U.S.-R.O.K actual relations and speciality rather U.S. nuclear umbrella commitment or U.S.-R.O.K. mutual defense treaty. As long as North Korea wants to keep nuclear weapons, it is more possible that they will use them for political effect. North Korea will press U.S. withdraw military invention and demand South Korea to accept their peace treaty option through nuclear warfare terror. Because problems of North Korea nuclear weapon abolition are linked with korean peninsula cease fire system & peace treaty transformation and U.S.-R.O.K alliance relations, more time and period need to be solved. Consequently we have to be dependent upon U.S. nuclear umbrella policy to confront North nuclear threat until those problem solved. R.O.K. can achieve non-provocative deterrence to curb North Korea not to use North Korea nuclear weapon, when we have NCW high tech precision war potential power to compel North Korea unacceptable damage. R.O.K. need to take minimum readiness by adopting hedgehog wisdom rather than depending entirely on U.S. nuclear umbrella policy.
