The Korean peninsula has maintained uncertain stability under the armistice treaty during the past 55 years. It can be compared to what John L. Gaddis referred to as ‘the long peace’ under the Cold War system. How the long peace has been maintained since the Korean War in the Korean peninsula? The long peace can not have been sustained only by the efforts of one nation alone. The further outbreak of war in the Korean peninsula could have been deterred by the balance of power in the East Asian region — the outcome of interactions among the alliances between South Korea and the United States, the United States and Japan, North Korea and China, and North Korea and Russia. This paper, however, will examine the formations and changes of and the prospects for the long peace mainly from the perspective of the ROK-U.S. alliance. The U.S. government has transformed war into temporary cease-fire through the armistice treaty in the Korean peninsula. The U.S. government has made a ‘double containment’ mechanism which deters both the re-invasion of North Korea (through the ROK-U.S Mutual Security Treaty) and the ‘March North’ of South Korea (through the Agreed Minute between South Korea and the United States). In addition, the U.S. government has assigned the USFK to play the role of a tripwire to bulwark the double containment mechanism. As a result, the ROK-U.S. alliance has maintained a peculiar structure of triad+1. This structure lasted to the early period of post-Cold War. After the U.S. declaratioin of war against terrorism in the wake of 9/11, however, the triad+1. structure of the ROK-U.S alliance has been under the radical restructuring process.
