This paper examines several elements that the ROK should prepare for during the 2012~2015 period of transfer of wartime operational control to the ROK Armed Forces, in order to make up for vulnerabilities in ROK military preparedness. First, the ROK Army must shift its ‘war deterrence and operational strategy’ from the passive ‘defend first, attack later’ concept to the active ‘simultaneous defense and attack integration’ and the ‘tactical annihilation and strategic paralysis’ concepts. Second, the ROK and US must redraw and consequently share wartime and peacetime military missions in a manner reflecting the ROK’s defense budget shortage. Third, the ROK must expand the military strengths needed for taking the lead in responding to a North Korea’s surprise & limited attack, and defense & attack mission in the initial stages of an full scale war. These are indispensable to the ROK Armed Forces being able to guarantee military preparedness needed for war deterrence and victory in the Korean peninsula.
