In order to more activate e-learning, it is necessary to set up an appropriate e-learning operation procedure considering academic management. This study attempted to establish e-learning operation procedure for e-learning's three phases, before lecture, during lecture and after lecture, and recommended instructor's activities and supporting elements for each phase. And the procedure was applied for K university. The e-learning procedure and supporting elements are the followings. Before lecture, it prepares e-learning lecture syllabus based on needs analysis and tutors orientation. Also, it provides analysis tool and training program. During lecture, it plays the role of learning management and coaching by providing various teaching tips and operation guides. After lecture, it conducts the survey for the satisfaction and revise lecture. The e-learning procedure was applied for 11 instructors and 89 students of 11 courses. Instructors said that they can manage their course systematically with adequate information services and other supporting services. The satisfaction level of learners was 4.2 for course contents and 3.8 for course operation.
