The purpose of this study was to qualitatively analyze the localization process of early childhood education led by a collaboration of teachers, supervisors and professors. The project team consisted of 7 members: 4 teachers from a public kindergarten in Chungcheongbuk Province, 2 supervisors from the same area and 1 university professor. The project ran for a total of 1 year and 7 months from August 2006 to February 2008. The data collected for research included team meeting material, transcript of team interview, notes taken by the researchers and member journals. Initially a lack of understanding by team members on the concept of localization caused difficulty in practicing localization. In addition, the research found that the creation of mutual cooperation based on common demands of all participants needed to precede any progress on localization. Once the cooperative foundation was built, common themes were identified and the meaning of localization was broadened. Eventually, members were able to engage and support the community in the education process.
