The purpose of this study is to redefine the concept of media diversity in response to changes in the media environment by applying the policy Delphi survey method in analyzing experts’ perceptions. According to the study, experts recognized that supply diversity and qualitative diversity should be important factors in defining media diversity. Experts also assessed that the dimensions of media diversity (structure, content and use) are not directly causative to one another but are affected by one another in various ways, and that diversity in use should be implemented at a practical level. They also expressed positive views on the feasibility of media diversity in response to changes in the media environment. At the same time, they questioned whether external expansion of media diversity could lead to qualitative and internal diversity, and suggested that media diversity should be expanded through a public system to secure public contents. While experts generally gave a positive assessment of the direction and goals of the media diversity policy, they were skeptical about the usefulness of the media diversity system. Many experts pointed out that the goals of media diversity should be tolerance and embracement rather than social integration, and some emphasized that media diversity should be practiced through media literacy education. They recognized that it is important to measure the dispersion and concentration of use, and in particular to monitor changes in media diversity through continuous measurement and evaluation. Based on these findings, I proposed academic implications related to media diversity studies including policy implications related to media diversity systems.
