After a movement lasting more than 50 years, hojuje (male-head family registration system) was abolished in 2005. After its introduction to Korea following Japan’s annexation of the country in 1910, hojuje was a symbol of the patriarchy of Korean society. Under hojuje, once a woman married she was taken from the register of her father and added to the register of her husband. Moreover, under hojuje, an infant boy could be named the head of the household and be given more rights with respect to family affairs than his mother or grandmother, as a priority of male rule. This resulted in many cases of unfair treatment of reconstituted families. A large number of non-governmental organizations (NGOs) and the public criticized such an unfair system and organized anti-hojuje campaigns.
This paper explored the characteristics of the movement to abolish hojuje and what the main themes of the movement mean for current family issues in Korean society. I analyzed the gender library “Here” (which is managed by the Seoul Foundation of Women and Family) collections and in-depth interviews I conducted with seven activists who played key roles in the movement.
The key issues of the movement focused on gender equality, discrimination against some family types, and lack of respect for the civil rights of individuals. Although the laws were improved, those issues remained in Korean society. This paper proposes to change the principle of giving a baby the father’s surname as a vestige of patriarchy, to respect diversity of family construction, and to develop policies for equality in families.
