This paper examines Enomoto judgement, an important postwar processing to Hakodate War, by analyzing the movements of the important figures of the Meiji new government. First, the most distinctive feature of postwar processing to Hakodate War was that lenient judgement was given to the surrenders. Second, the main reason it took as long as two and a half years until the pardon was that there were differences in opinion between Choshu group(proponents of capital punishment theory) and Satsuma group(advocates of pardon theory) as to the severity of the surrenders’ punishment. Another reason for the delay was that there were some domestic and international circumstances like Sanjo’s objection and the Satsuma and Choshu union plan. Third, Enomoto judgment, finally reached amid hot debates and compromises, was the result of various political efforts by diverse parties led by Satsuma group rather than Kuroda’s individual efforts. Lastly, Enomoto judgement was a significant political task; it was important especially to Satsuma group, which was competing with Choshu group for political hegemony. An early finalization of Enomoto judgement was urgently needed 1) to resolve the chronic personnel shortage of the new government and 2) to promote the domestic and international perception that the government is enforcing a fair personnel policy and that the Emperor Meiji is benevolent, thus helping to suppress people’s political uneasiness.
