In the Chungbuk area, local governors and conservatives actively participate in the establishment of schools. This tendency generally takes place without any distinction between groups. What should be noted is why the establishment of the school was important from the perspective of the provincial government. Considering the various data and the situation of the times, the authority of the provincial administration has been reduced due to the establishment of the modern local administrative system. In the trend of civilization, it is highly probable that the establishment and operation of the school is regarded as an opportunity for restoration of authority. The fact that the public opinion on the intervention of the provincial government is vague also made the situation worse. While the district office felt it necessary to set up school finances, it was also concerned about the fraud that would occur in the process. The establishment of a new school has been set as a task for the time, and there is no separate plan for funding, and the local governments have demanded that the government provide financial resources as much as possible in order to avoid complaints. There is a possibility that the evaluation of the intervention of the local government will be arbitrarily divided. Basically, the boundaries between the narrative of contributing to the revitalization of the new education and the narrative of establishing and operating the school are not clear.
