This study is to develop a basic research program to understand the professionalism of Korean athletic training and systematize the curriculum. To this end, we conducted a cognitive survey to parents and leaders participating in the current infant swimming exercise program and found the following results. Parents ‘perceptions showed that first, they needed swimming exercise with expectation that their infant’s healthy body development and good body shape would be created. Second, the results of the program recognition preference analysis showed negative perception about the program operation due to the subtitle of various programs. Third, the effect recognition result on infant swimming exercise showed positive change after emotional development, social development, and physical development after swimming exercise learning. Fourth, in the problem and improvement plan of early infant swimming exercise, the absence of various programs and leader’s competence showed problems and improvements. According to the survey results of the leader, the results of the survey were as follows. Second, in the perception of the learning process, the leadership lacks expertise. Third, the perception of the effect of swimming exercise was recognized as a positive change after learning. Fourth, the infant’s swimming exercise showed problems and improvement plan in the process of learning the number of people, expansion of class hours, training of leaders and establishment of training institutes.
