The purpose of this study was to present outcome criteria of character education through Delphi expert surveys, bringing out problems in the current outcome criteria for character education in Korean colleges. To this end, a framework of analysis for a Delphi study was established based on a meta-analysis of character education researches ever carried out over the last 10 years, and a panel consisting of 25 character education experts was formed. The Delphi survey was conducted in a total of three times and the opinions of the 19 experts who participated in all three surveys were analyzed. In the analysis of the results of the three Delphi surveys, the CVR (content validity ratio) was calculated by applying the internal validity calculation formula developed by Lawshe. The results of this study are as follows. First, three sub-domains of the outcome criteria for character education were specified: it was agreed that they include virtues related to self-discipline, virtues related to others, and virtues related to global citizenship. Second, a total of 20 behavioral indicators were derived for the three sub-domains: six for virtues related to self-discipline, eight for virtues related to others, and six for virtues related to global citizenship. The academic significance of this study can be found in that it built a consensus on evaluation criteria for character education in colleges among experts. Also, possibility of follow-up studies to establish evaluation criteria for character education in elementary, middle, and high schools were put forward in view of these findings.
