The use of solar power has been gaining momentum and becoming more mainstream in Korea, with the recent Korean government’s Renewable Energy 2030. Renewable energy tends to operate in small scale with decentralization, which requires active citizen participation. One of the promising ways to achieve this is through Citizens’ Energy Co-operative.
This study explores the possible achievements and limits of the Citizens’ Energy Cooperatives, and suggests ways to stimulate and increase the transition into using renewable energy source. In the following sections of the paper, we examine analyzed different cases of energy cooperative, conducted in-depth interviews with the members of the energy cooperatives and energy experts. Findings from this paper illustrates that diversification of business models and economics of scale, diversification of fund-raising structure for the installation of solar power generations are important for sustainability of the energy cooperatives. In order to improve “energy citizenship”, it is important to develop citizen participation programs, create local energy hub and having a contribution-based allocation system among the co-operative members.
