Thesis of the paper is that the knowledge of public administration in general and public policy in particular should be reconstructed to establish a true administrative humanism. which can provide an answer to the uestion: why we do science of public administration and policy . to accomplish the purpose. we need a restoration of dialogue between public policy theorists and philosophers and between their respective constellation of subject matter: the social sciences and the humanities. in addressing the thesis this paper examines recent work of critical theory-particularly jurgen habermas work-with special attention to the applicability and/or the practical implications of critical theory for developing an alternative understanding of public policy. not to mention public administration. to this end, this paper discusses some methodological and operational issues of applying ideas of critical theory to public administration in general and public policy in particular
