This study addresses reassignment of the role of market and government in the case of land use from the perspective of "new institutional economics." To this end, this study, first, compares the new institutional economics with the conventional welfare economics, which thus far has been theoretical basis for the assignment of the role of market and government in resource allocation. Secondary, this study delineates from the former perspective a new principle of assigning the role of market and government. Particularly, we delineate the principle by focusing on the two most important aspects of new institutional economics, i.e., property right structure and governance mechanism. Thirdly, following the delineation of the principle, we develop a model of land use and describe institutional details of the land use model. The significance of the model lies in the fact that it is developed with an explicit consideration of the characteristics of institution in which land use activities occur, and transaction costs incurring in the process of land use. In this respect, we believe that the model is with more practical relevance to actual land use situations.
