We began by discussing the crisis of Gazprom, which was brought around 2008, and examined the liberalization process of the domestic gas market in Russia. In particular, the introduction ofcompetition in the domestic gas market and changes in ownership structure pointto the need to apply the expanded concept of resource nationalism to the assessment that Russia’s position as a strategic commodity for oil and gas is weakened. Under the competition between Gazprom vs. Rosneft and Novatek, foreign investment by major international oil companies was an access to Russian resources, and thus this policy, which is shrouded in gas industry liberalization and openness, can be evaluated as a decision on strategic approach to oil and gas. Therefore, this study is an analysis of how Russia has changed the way of enjoying the value of resources as strategic commodities, and this is an examination of how they appeared in liberalization in the domestic market and change of export policies. We adapt the concept of resource nationalism is considered as “the complete set of strategies that a host state uses to increase control over its natural resource wealth at the expense of foreign participation and investment.” The change in the relationship between enterprises and government shows that resource nationalism is not disappeared but applied a new form.
