The rise of China heightens the possibility for the emergence of a new regional and global order that reflects China’s own perceptions of the world and experiences with international relations. By critically examining the debate on how to build an international relations theory with Chinese characteristics, this paper discusses the potential benefits and detriments of using the concepts of culture, history, and shared perceptions when analyzing the international relations and foreign policies of non-Western countries. The rise of China has generated considerable academic interest among researchers who are working to determine what type of regional and global order might emerge if China were to rule the world. This paper argues that two issues appear when similarities between the past and the presumed future are being decided. First, the projection of the presumed future to the past leads to the arbitrary selection of and referral to portions of the past. Second, the black-boxed present phenomenon prevents scholars from examining the effects of the past on the present. This paper proposes that researchers should focus on structural and institutional constraints on the state’s foreign policies, and on the different internal motivations of policy makers, to strictly determine how the past affects the present and the future.
